By far!! In fact, from looking at every data sheet available, the only other oil (synthetic and conventional) that I've found that has better cold weather properties for the 10w30 grade is Amsoil ATM. Trop Artic can easily qualify for the 5w MRV test (it's at around 13,000 Cp at -30C, the limit is 60,000. The limit for 5w is also 60,000 Cp, but it's tested at -35C) It may do it for the cold cranking simulator test but I doubt it. It would be just over.
