I’d be willing to bet that quote is for sending the head out for reconditioning unless the valve stem seals are ungodly expensive from Toyota.
Labor to remove the head would be included in the pistons, but not the labor to disassemble the head/cams/springs...
If you do the stem seals later, the head may have to come off again...
So the question becomes - what are the chances that it will need valve stem seals over the live of the car if not replaced now... my money would be on “unlikely" but I’m not familiar with that particular engine...
