By looking at the tread, keeping the noise level low is the important design factor. The closed shoulder design isn't ideal on roads with standing water. When that type of tread design shows appreciable wear but not to the point most people would replace them, the ability to pump water becomes less efficient.
In my opinion, the auto makers tend to focus on gas mileage for the EPA figures and ride plus noise quality for the important test drive.
