Torque Spec - Mounting To Aluminum Parts - 03 Suburban

From what I found online the torque spec for mounting my power steering and alternator mounting bracket for my 03 suburban 5.3 is 37 ft lbs.
That feels really tight and feels like it is borderline torque. It does not strip, but feels like it is close.
Is this the correct spec for attaching to an aluminum head?
Same question for mounting my tensioner pulley to my aluminum water pump

Should I use anti-seize or something on the threads to prevent dissimilar metal galvanic corrosion, I image the steel bolt would corrode before the aluminum?
