WHen it comes to parts like that, ONLY OE or OEM or some serious reputable upgrade. Not 99% of time.
Inspected for what? Unless it's making noise or drives squirrely, maybe leave it alone.
Our state requires safety inspections. Once it’s on the books, it has to be repaired. They say we have a broken spring as well. It drives fine.

For Sienna, you won't find any upgrades etc. I had 2015 model.
Replacing a spring is easy. How bad are the bushings or is the shop just wanting to pad the bill? Maybe take it to another station for inspection.
i will look for OEM.
Are you going to DIY this? Many shops would let you bring your own parts.
I wonder if OP's axle had rust and that is why they want to do the whole thing.
Maybe? They said nothing about rust, just that you can only get the bushings as part of the assembly.
Youtube says no, lots of people replacing just the bushings with the axle in the car still. An air chisel makes the bushings look easy to remove even if rusty. If you need a challenge, an dremel and a big hammer&chisel would be a good work out!
Local garage but the tend be nit picky with inspections and very sure of themselves. I think we’ll get a second opinion.
