Torn rear bushings; must replace the entire axel?

I just had my 2011 Sienna fwd inspected and the rear axel bushings are torn. The mechanic says they can’t replace just the bushings; that they don’t come as a separate piece; we must replace the entire assembly.

Is this true?
 
Inspected for what? Unless it's making noise or drives squirrely, maybe leave it alone.
Our state requires safety inspections. Once it’s on the books, it has to be repaired. They say we have a broken spring as well. It drives fine.

Maybe? They said nothing about rust, just that you can only get the bushings as part of the assembly.
Youtube says no, lots of people replacing just the bushings with the axle in the car still. An air chisel makes the bushings look easy to remove even if rusty. If you need a challenge, an dremel and a big hammer&chisel would be a good work out!
Is this a dealership? Sometimes they tend to take the easy for them, expensive for you route in car repair...
A local garage should be able to bang it out in a morning I would think and not care if you bring your own good OEM parts.

Local garage but the tend be nit picky with inspections and very sure of themselves. I think we’ll get a second opinion.
