Top Tier Gas a scam?

No, it's clearly not a marketing scam as they have established criteria, and it is well above the EPA minimum for detergency in fuel.

Its up to the company as to whether or not they want to pay to be Top Tier. BP is probably Top Tier quality, but they don't want to pay the fee.
 
I think top-tier gasoline is the best in small engines, does BP still offer a 94 octane? I run it in my small engines here at home. I know it’s 93. Somebody correct me if I’m wrong.
 
I want a clean, well lit, high volume station to dispense my fuel at the best possible price.
If a facility blessed by the Top Tier Gods can provide me that, fine.
Otherwise, I'm not going to obsess about it.
Life goes on.
 
I think there is only 1 refinery around here, in Richmond. So not sure how 1 station could sell gas that is that much different than another...
Additive packages are blended into the tanker at distribution centers as they are being loaded, depending on whom will be receiving the load(s). Similar to ordering concrete. All loads from a concrete plant are not created the same. Some end users want 3000psi while the next wants 5000psi. It's all in how much of each component are added into each truck.

Marketing play? Absolutely.

Is there any difference in “top tier” 87e10, 89e10, 93e10, R90E0 and non-top tier formulations leaving the refinery and/or terminal? No. There is not.
 
Top Tier is going to Top Tier + in 2024 and expects the new additive packages to be in TT fuels by the end of 2025. The new adds were developed to help with intake valve deposits and injector deposits in DI engines.

"Top Tier Plus" refers to the TOP TIER+™ Gasoline Performance Standard, an updated fuel standard that provides enhanced cleaning and protection for modern gasoline direct injection (GDI) engines and diesel fuel systems. Introduced in late 2024, it includes new performance requirements for GDI engines to prevent deposit buildup, which can harm performance, and it also enhances protection for diesel fuel injection hardware.
