Tired ac compressor.

Guy says it does not cool @ stop lights. The compressor is tired. Does not pump well @ low speeds.

The rings and valves are worn and have to be moving fast to overcome the leakage past those parts. Here is what it looks like on a gauge.

Does it have a control valve? Common issue on Saturn Vues and some Fords where they blow ice cold above 1500 rpm but warm at idle. $20 valve pretty easy to replace after discharging the system.

Not that I know of. It's a 1994 engine and ac compressor. I have done lots of those on beetles and ford 500's though.

Could the AC clutch be slipping, so at low rpm it doesn't move enough but at higher rpm it does?

Fan not moving is likely easy to tell. Could the condenser is partially clogged?

They are working. It has 3!

Uses an expansion valve. No orifice.
