Ticking noise from Power distribution box

My father has a 00 5.0 Explorer and for some time he has problems starting due to a weak battery. Anyways I was looking it over and from the power distribution box I can hear and feel a ticking noise. What could this be and could it be draining the battery possibly?
 
I would bet on a relay. This happened to me on a hella relay I installed on my motorcycle to power my accessories. It got wet, started ticking and stopped working. There are some failure modes that will cause the electomagnet to open and close off/on. That is the ticking sound you are hearing, I'll bet.

When it's ticking, put your finger on each relay and you'll be able to isolate/feel the ticking motion of the relay opening and closing. Replace the one that you can feel ticking and you should be set.
 
A little more detail on the click would be helpful. Judging by your post,
one assumes this happens when the car is off, key not in the ignition, and goes away if you disconnect the battery?
 
sorry about the lack of details .Happens when the car is off , key is not in the ignition and I do not know if it goes away if I disconnect the the battery honestly. Im thinking it is most likely a bad relay of some kind
