Isn't that hook for the static line supposed to be connected to the aircraft?

I hope the jumper was OK.
Yes, that hook and static line should be towed behind the aircraft after the jumper exited the aircraft.

There must be more to the story, as the jumpmaster/ safety should have prevented this.

This is the definition of a static line :
The meaning of STATIC LINE is a cord attached to a parachute pack and to an airplane to open the parachute after a jumper clears the plane.

I assume the jumper activity their reserve parachute, located at their belly. A jumper exits the aircraft, counts to 4, and if the opening shock from the main parachute does not occur after 4 seconds, the jumper needs to activate their reserve parachute.

At 2:50 in the video, it shows the static line being hooked up. At 3:30 and at 4:00 of this video show how the static line is hooked up and stays with the aircraft:
