That is one fat, sassy looking parakeet-type bird! How would you put a bird on a weight loss regimen, exactly? Does he still have a friend? They're social critters, he may be depressed and/or eating too much out of boredom (seriously).

I see them as taxis at work and Pittsburgh area. Even in my small village. Maybe where you are they are “rare”

Just like a human ... less fatty diet (some bird seeds are high in fat) and more exercise. Parakeets will typical not over eat, unless it's something like millet which is like candy to them. Millet should only be given as a treat, not daily food.
I see quite a few of them. They are often used for shuttling disabled people and their wheelchairs. The MV-1 resembles the Austin TX-1 taxi but it is a little larger.
I've seen a few of those locally, are they supposed to be rare?
