McMaster-Carr sells brake lining if you want to try this yourself.

I got a free ATV running and discovered that its rear shoes had delaminated in storage. I considered my options-- it was a chinese no-name and parts were hard to figure out. Wound up using JB Weld to reattach the old linings after I cleaned everything with brake cleaner. Fix held up! They say don't use JB on on-road vehicles as the epoxy melts at 900'F, but the ATV only sees slow speeds.

Asbestos is long banned in 1st world countries(and it landed braking and roofing/insulation companies in court) but Russia is the world’s main and only miner of it. Australia was also a major supplier until their government outlawed mining and distribution in the 2000s.

Looks like India or Pakistan/Afghanistan/Bangladesh - and those shoes will wind up on a Hyundai/Tata/Mahindra/Mitsu Fuso truck there.

It's not banned in the USA. You can still buy aftermarket brake pads that may contain asbestos.
