I like the way you think. There is something sneaky and underhanded about publicly posturing around saying 'nah, we're not interested' in that geography, then doing the Sneaky Dawg Creep with your angle drill technology to sidewinder your way in and tap their stash, that just makes me happy. But of course we're too much the prudes to pull off anything so cool.
That's exactly what other nations are going to do to us, though, reference reserves off the gulf coast.
