On topic: I would chew her (the lifeguard) out, and report her to her boss/supervisor. Maybe throw her phone in the pool for good measure. I doubt anyone would back her up when she complains that I threw it in.

Normally I don't really agree with your view of the world, but in my opinion you're spot on here. Especially the part about how we've stop Darwinism from being able to do its thing.

The smartphone is simutaneously the best and worst thing to be invented in the last 40 or so years. It has both allowed us as a people to come closer to each other, but it's also allowed us to be able to never have to interact with another person face-to-face ever again if one chooses.

I'm going to make a WAG and say that the mother was too busy with her iPad to really know what her child was doing.
