TC 2-stroke oil in a small outboard?

I have an old Johnson 3 hp outboard. I normally run TCW-3 oil in it's gas. I keep a gas can mixed with TC oil (air cooled 2 stroke engines) for my weed eater and leaf blower. The owners manuals for those state not to use marine water cooled (TCW-3) oil.

Is it OK to use TC oil mixed gas in the Johnson outboard which is water cooled?

The differences is supposedly the deposits the oil leave behind, usually air cooled oils potentially will leave higher deposits on outboards but the issue is todays oil are very good.

What is even odder is dual rated TC TCW-3 oils or the OPE that suggests TCW-3 in an air cooled engine.

Some quality tcw3 are so good that they work in some air cooled applications, especially OPE.
