1). Better ring protection (better sealing, etc) 2). Better valve stem seal protection (prevent them from just becoming rock hard and leaking out oil into the combustion chamber) Which would be best in this scenario? 3000+ mile change intervals are not needed.

A high ester oil. Such as Red Line. But at the 3K OCI you mentioned just use a conventional and the with the money I saved would go just to repairing the engine when something fails 200,000 to 300,000 miles on it. That is if you kept the engine that long.
