I was just reading that cheap engine oils were often made partially of recycled oil. I wonder if this is true of SuperTech oils (sold at Walmart), specifically the 30 wt HD.

SuperTech in the United States is NOT made from partially recycled oil. It is actually a good oil. The oil is only cheap because it has less markup/profit, the oil maker has no advertising, marketing and sponsorship involved in it. The transporting and handling cost of dealing with recycled oil to make engine oil isn't as cost effective as you think. Used oil is usually used as an alternative fuel source.

I believe that recycled/partially recycled oils MUST say so on the container. Such as Valvoline "NEXT Generation" line of oils which may be discontinued, IDK. These ValNextGen of oils stated that they were made/blended using 50% recycled oils.
NO SuperTech oil that I am aware of uses recycled oils and all are held in high regard, regardless of their weight/grade or blender. SuperTech oils use several different blenders for their oils(depending on region), ranging from Warren Performance Products(WPP/WNE), Exxon/Mobil, Warren Unilube and maybe even Costal...again, IDK of all of their blenders/contracts.

Nothing wrong with super tech oils. Like any oil you purchase, just make sure it meets the spec you are looking for. Read the label. The source of the base oil, used oil or crude doesn't matter.
Supertech is an excellent oil, especially when you consider the price-point. If it meets your required spec, used with confidence.
As for recycled oil...
I am almost willing to bet that a lot if not most oil has some recycled content to it. Just makes sense if the pricepoint works. I would consider any blender (Ashland, Warren/Coastal, Warren PP etc) not affiliated with oil production (like Shell, Mobil, etc) to be more likely to used recycled oil (and this is a good thing). Recycled oil is a lot better "starting point" than crude.

supertech in Canada is made by Safety Kleen so it is recycled

Wt is short for weight. Technically, it's a "grade", but I abbreviate monogrades as " wt" myself.
I'd rather have the 10w30 over the SAE 30, but that's just me
Use it with confidence!
You're in Calif, so unless you live in Truckee or Susanville, it won't get cold enough to need a multi-grade oil. SAE 30 HD is VII free so shear is a none issue
