In a dry NOS system, like NOSzles that fit under the fuel injector, would the NOS be producing a positive pressure environment in the intake manifold runners?
 
No, there's not enough volume of gas coming from the nitrous system to overcome the intake vacuum. It takes a great deal of volume to overcome that and nitrous jets are pretty tiny, relatively speaking.
