Strange AC Delco filter??

Guys a weird one here. An AC Delco PF47 filter. When I look down the center tube there is a long extendsion of what appears to be the ADBV around the inside of the center tube. It feels and looks like it runs a good halfway down the filter. I have never seen anything like it, is this some new design or should I take it back? I will more than likely check on a different AC and compare.

Thanks for the info. I guess all the AC's I have bought in the past have been the Champion models. I have thought of taking it back and exchanging toward 2 Parts Master filters, but maybe I'll run it.
