Stick-on balance weights falling off

The adhesive is still on the wheel so it's not because I didn't clean the wheel first, and there is adhesive on the weight itself. I balanced it a month ago and just took the wheel off for changing brake fluid and noticed the weight on the ground. This is on both front wheels. Did I somehow knock them off while removing the wheels? Wouldn't they have flown off while driving if the foam adhesive material was bad?

IDK about how it happened, but I've noticed the same thing on one of my wife's car. I'm guessing that the quality of the adhesive was poor.
 
It's been my experience that they don't fly out of the wheel like you'd expect. I've had two sets of weights let go right after install, but make the trip home, sitting crooked inside the barrel when I walked around the car to go inside.

I have caught weights on the dust shield, but never ripped one off. I've also never seen one fall of and leave foam behind, so that's some pretty deteriorated foam if it just fell off. All of mine fell off right after install, as if the adhesive is defective.
 
No $30 a box.
What brand wheel weights were used (that fell off)? The Harbor Freight brand weights stick extremely well, very forgiving of residue and dirt on the wheel. The CK branded ones i bought on Amazon have been troublesome, needing extreme cleanliness and dryness (after cleaning with Isopropyl) to get them to stick.
 
The harbor freight sticking weights I used on the rear of the grand marquis are still there after a winter. The ones on the Jeep are still there after a snow ride!

The ones I put on the front of the grand marquis made it about 3 feet before they hit the caliper and fell off. Whoops
 
The foam between the adhesives failed. Did you use some kind of wheel cleaner or tire shine or whatever after you stuck the weights on?
This has happened to me before.

Used aluminum wheel cleaner (acidic type) and it dissolved the foam and the weights came off.

Redid the weights AFTER cleaning the wheels this time.

Fast forward a few months - bought a "subscription" to a car wash with the "works" and went through a few times. The "wheel shine" made the wheels nice and pretty, but the weights came off again. Something in the car wash "wheel shine" dissolved the foam again.

Now it's just soap and water to clean the wheels, and the weights are sticking just fine.

The school of hard knocks taught me once again.
