CT has a pretty good system, $20 every two years and they just pull any codes. No codes and your GTG. After 20 years its classic and exempt.
Still lots of old POS cars on the road, I was behind an old Saturn at the drive threw today that smelled like it was burning lots of oil, had no working cats, was running rich, and was leaking oil than burning it off. Amazingly cars like that are on the road, but hopefully are taken off when the next two year cycle comes around.
I'm all for stringent inspections like they do in Germany.
