If you fill the tank there’s no room for water to form in the first place. Empty tanks give room for condensation and can let tanks rust.

That is true and important for non ethanol gas but ethanol is like a sponge so a tank full of it will collect a lot more water than an empty tank. I know that is different than what we have been told for decades but the Ethanol does not need condensation to drop water in the tank. It pulls it straight out of the air. Put an open jar of E10 outside and go check it in a week and you will see how crazy fast it collects water.
