Spark plug boots 1993 Camry

I have had similar difficulty as others removing the bottom detachable portions of the plug boots. 3 of 4 were stuck and 2 of them were damaged when using long needle nose pliers to pull them out. My question is are these bottom pieces really needed? What is their purpose? Can I just reinstall the boots without the bottom piece? Other than the bottom piece the wires are fine and in good shape.
 
Probably new wires would be a good idea anyway. does the engine have a distributor? if so I think a cap comes attached and a rotor would be good too. Try running the engine for a couple of days and see.But being a 93 it could be good to get new parts

Yes. Those pieces of the valve cover almost always fail and destroy plug wires and boots.
 
No - talking about the rubber boots that go down on the outer edge of the sparkplug wires.
