If you knew the Windsor Star better you would realize that the entire thing, like Fox News, is entertainment; hardly news. (The 10th least corrupt gov't in the world thinks so, apparently!)
 
Least corrupt? Yes,quite likely...or I'd like to think so anyway. A small country,everyone knows someone...it's pretty hard to get away with dodgy deals.
 
Personal experience says the list is pretty accurate in the order.

p.s. legalized campaign contribution that steer politics is considered "corruption" in some part of the world.
