Yeah, I know. I just bought a set of tires from them last week - mount&balance was an extra $100.
The thing is, if you buy just tires or just rims, it's not them who does the mount&balance (but a 3rd party shop), so they can't control the cost. When you buy a whole set - then they just do mount&balance in-house, hence they can give it to you at no additional charge. It's been like this as far back as I can remember.
