Single weight or multi-weight, which is best?

Can you find this in writing? What SAE specification? Not so much challenging you - I'd love to read it.

I understand what you are saying - and I'll accept it on face value temporarily while you find the spec, but why would adding a pour point agent, i.e. a solvent (think very thin oil) to a heavy base oil make it into a non-Newtonian liquid.

I think my main problem is my wide definition of VII. Technically maybe pour point depressants aren't VII's.

They aren't. A PPD has little to no effect on the operating vis of an oil. It's designed to prevent the crystalization of residual wax in conventional oils, effectively lowering its pour point.

The requirement I'm talking about used to be in a footnote of the J300 spec.
