A dial indicator mounted to something fixed to the rotors position, like the hub or knuckle. Spin the rotor slowly with no lateral pressure so that bearing tolerance doesn't skew the measurement.
If the rotor is off the car, it is cheapest and easiest to put it back on the car for measuring. If the hub face and rotor face aren't resurfaced, all of this is pointless and don't waste your time, because you'll be measuring corrosion.
