Scratch on front fender

We purchased a silver 2011 Chevy Traverse in October last year. Wouldn't you know it, 2 days after buying it, my wife parked it next to our local elementary school and when she came back, she noticed the passenger side mirror was folded in. When she popped it back in place, she noticed a black streak on the quarter panel (metal) just under the mirror and another black streak on the front plastic (silver color) part of the fender. It looked like some kid on a bike slid against the car and kept going (and/or parent that observed it decided to keep going, too).

I was able to take some the black streaks (probably from the rubber handlebar) on the metal section off Nu Finish that I had in the garage. I couldn't do anything with the black part on the plastic. I figured that might have been paint scraped off.

Is there anything I can use to repair the black plastic part of the fender? Is there a cleaner that might actually bring it back or is it definitely what's below the silver paint? Touch up paint from the dealer (if I use touch up paint, what do you put over it)?
