I do the same with pointed scissors …I cut it with a box cutter, straight across the middle. Then you can get your finger in there and peel each side upwards.

But seriously, I use Supertech or Costco oil and they have the same stretchy clear plastic seals that you show and they don't seem to be the best material for sealing an oil jug. Mine always look like yours. Seems the seal unstretches and doesn't look "clean" after it's been opened. Maybe that is a feature of the tamper-evident seal that it is not easily removed and resealed by the rapscallions that fill jugs with used motor oil and return the jug for refund at Walmart.Perfect.
