Runaway Tecumseh Lawnmower engine

I am doing some work on a Sears 4.5 hp push lawnmower (blade, Carb replacement, spark plug, oil change.) After putting everything back together it runs great but every once in a while the motor will start running away. Shut it down and then start it back up and everthing will be fine. It might take 2 minutes or 20 minutes for the engine to start running away but it will happen eventually. Anyone know what is going on with this thing?

How is the governor spring/linkage? I've seen that happen on an engine that had a sticky governor linkage.
 
The spring and linkage both look good, nice tension. I did do a complete exterior degreasing. Think it might just need a little lube on the gov. lever where it goes into the engine?
 
Way to much over engineering today on mowers and cars, way to much imho. Simple ignitions,gone, simple tune ups, gone, can't get to plugs, oil filters, air cleaners, and so on.
 
i have a lawn boy with a tecumseh, was running fine until i poured some seafoam straight into the gas line to the carb. that thing was screaming when i cranked it up! like straight octane im assuming. adjusted the speed and it runs good now.
