If I unhook my Roku and take it to another location with a different WiFi will it remember my user id and password. Also how would I set it up on new wifi

Yep, we do this all the time with our ‘travel’ Roku. Just log into the WiFi at whatever hotel/airbnb/etc you’re at. Whatever apps you were logged into before, you will still be logged into.

Yes, as long as that Roku streaming device is registered to your Roku account, the USER ID and password won't be changed.

When you boot it up at the new location/house, the start up menu will prompt you to select a new wireless connection and enter the password.

Cookies on your computer keeps Roku information. Deleting cookies and you will have to log in manually.

How does that work? Doesn't make sense to me. Please explain.
I believe he is referring to how you log into your online ROKU account via a computer. It would not apply for the ROKU streaming device (e.g, streaming stick, Ultra box, streambar) itself.
