That's what biodegradable means to me as well. From an old Webster's Dictionary I have: " capable of being broken down esp. into innocuous products by the action of living things (as microorganisms)."
One would think that a biodegradable oil can be dumped into a storm drain and it would be completely broken down by the time it got to rivers/oceans, etc.
Maybe RLI isn't inferring to the biogradability after use in an engine. From RLI's web site: "Use of RLI's biodegradable lubricant products eliminates the potential for hazardous leaks and spills while reducing our dependence on foreign oil."

From my contact with them last year, biodegradeability goes out the window once installed and run in an engine. The bio factor is strictly if new stocks would accidentally get released into the environment. Too many chemical compounds come into contact with oil once it is lubricating an engine.
Still a nice feature to have, know that when you throw away the container that the new oil was in, you are cause no harm to the environment, at least with the lubricant drops, anyway...
