Its more than stigma on the Grand Marquis and Crown Victoria. Good reliability and cost of maintenance don't make a good car. The car is huge for the space it has inside and doesn't meet modern crash standards due to it's ancient design. When you drive one you feel that you are going back in time; the seats, handling and braking among other things are way behind the times. Many in law enforcement have been killed or seriously injured when these cars were rear ended by drunk or sleepy drivers. A design flaw (supposedly fixed via recall) caused the gas tanks to puncture relatively easily. They make good taxis and police cars otherwise because body and frame cars can take a beating and are more easily fixable, but that's not an issue normal drivers should care about.

I disagree with that statement. Late model Mercury Grand Marquis are dirt cheap and reliable as anything on the road. Mine regularly gets 28+ mpg on the interstate. I got it with 40K on it for $8300. Try getting a Camry with 40K on it for under 10 grand. Right after I bought mine I saw an '02 with 37K for $6200. These are dealership prices! "Old man" stigma and percieved poor fuel economy do much to drive down prices on these cars, which are screaming bargains in my book.
