I'm guessing the engine filter mount is common with other cummins applications - fold forward hoods with much easier access.
I use lots of extensions, a 1/2" breaker bar, and a step stool (or a step that clips over the tire.) The socket is same size as my WD hitch bolts, so the entire setup lives in the truck and a spare set of filters in the camper.
I also extended my drain lines to help reduce splashing, aid in collection into a soup can, etc.
FWIW the chassis mount filter is a few dollars less if puchased in Mopar trim vs Fleetguard. As far as I can tell, Parker-Racor makes all three labels (PR, Mopar, and Fleetguard) under contract for Mopar.
