Personally, I think the Dexcool formula was tweaked, or the cooling system was modified.
Dexcool sludge was real, and I have first hand experience on bought brand new 1998 Malibu. Pretty sure the pictures at SanCarlos Radiator are real because some of them look exactly like my Malibu cooling system back in the day.
