Power steering Cooler? 2005 GC

My 2005 Grand Caravan was making some squeeking noises coming from the steering so I took it into the dealer, they installed a "power steering cooler" to fix the problem. Well it still makes the noise but they said to wait a few days before bringing it back in because it takes a while to start to work. The van never had a power steering cooler to begin with, is this a "band aid" fix? The invoice had a TSB number. I guess we'll take it back next week and try something else if it dosen't get better. It's still under warranty, but not for long.
 
I had a 99 f150 that came with a factory ps oil cooler.

Does it squeak all the time or only when you turn the steering wheel? Does the sound come from the engine compartment, or from under the van?
 
It only squeaks when you turn the steering wheel, the power steering fluid level is fine and the fluid is in good condition, the drive belt is fine too. The dealer had a TSB to add the cooler but it still squeaks. I imagine that there are probably more TSB's concerning the power steering and they most likely start with the cheapest and easiest fix and then move on to the next one if the prior one dosen't work.
