Plumbing question regarding toilet?

Thanks for all the replies! It wax the wax ring along with that plastic funnel looking part attached to it. I knew the second the throne was removed. Done, no more leaks.

There’s no specific need for the plastic flange except to help center it. It does nothing to seal it. A lot of plumbers prefer plain wax, just carefully centered.

It made it easier to install imo.

There can be some issues with the “horn” interfering with the seal if the flange set is too high. But certainly a less experienced installer might find it useful if the setup won’t press directly on the horn.

There was one on my toilet, but it came with it in the install kit included. I had an issue with a corroded closet bolt and my flange was otherwise forming a good seal. I used a repair kit that needed a wax ring, and a cheap one worked - as long as it was centered correctly.

I'm not a plumber, so I'm "a less experienced installer." The last toilet I installed was 27 years ago when I re-did my 2 bathrooms, and I don't remember what kind of wax seals I used, no problems with either bathroom until this day. My buddy's leak is fixed, mission accomplished.
