Please Identify this ( Lawn Irrigation)

Found this in my backyard about 3 feet away from the siding and the plastic cover says emitter box. Does anyone know whats its purpose and should it be leaking water when the dripper system is on.
 
It might be the air relief valve for the system. When the water is off, it allows air into the system so that it can drain out. But, I've never seen one that looks like that. It should not leak when the water is on.

It is a bubbler. If the drip system is underground, one pop up or similar head is installed on that zone to verify that zone is on. Otherwise you'd have no idea if it's running or not.
I use a 4" pop up head (not in a box) with the nozzle turned off. If it pops up, I know I have pressure/ zone is on.

Although it could be a broken air valve or whatever, hard to see what the nozzle is.
