Paint for Rusty and Painted Axle?

I recently purchased an open trailer to haul my S2000 to and from the track. The axle tubes, leaf springs, etc. are rusted and I'd like to paint them. The problem is, specifically on the axle tubes, which were painted at one point, I'm not going to be able to get it down to bare metal even after I sand it. What can I use that will adhere to a surface that has a combination of metal/rust and old paint? I've ruled out POR15 as it will not adhere to painted sections.
 
Blow torch for rust& paint....after that apply acid on a hot surface.....and sand it down or hammer it down

Then epoxy paint...

Personally, without seeing how bad the rusting is. (pics?) I'd just spray everything down with a can of Krown or Rust Check if available?
I have a utility trailer as well as a snowmobile trailer and that is all they receive periodically. With the salt/sand and other weather related issues the undercarriage of a trailer sees, going to any length to sandblast/paint them will be a never ending task.
