What you described would be TR3 or Nufinish, except the dust part. I don't know of any singular product that polishes and seals that doesn't leave a ton of dust behind. I use separate products for compounding, polishing, and sealing.
Turtle Wax Ultimate Compound with an orange cutting pad. The least aggressive compound I've ever used, can be substituted for polish.
Collinite 845 with a gray wax applicator pad.
Maintained with P&S Beadmaker at every wash.

Sonax EX 04-06 has worked pretty well for me on my Porsche with a Hercules Forced Rotation DA from Harbor Freight and some Lake County pads.
Nothing beats Optimum Hyper Polish for the described task.
However, the level of cut and finish quality will depend on the tool/pad, user skill level and how often you clean the pad during polishing.
