Old school tire shop

I normally don't do this and I apologize but I avoid that shop like the plague. I know two people that bought used tires from him and both woke up with flats the next morning. One was my wife when I first met her. Divorced single mom. Way to treat people. Actually, it's probably partially because of that tire I met her.
Sell someone a new tire for fifty bucks instead of a used one for 25.

He's a cranky guy that's also a hot head the sign clearly says "all sales final no refunds no returns" and he sticks to it. Yes used tires are hit or miss and when it's a miss he should do right by the customer he obviously didn't. He's a friend but he's also a douche bag to a lot of people not to me because he knows I'll crack him 😂

I can't be the only one to find it interesting that you ordered a new tire from W-M instead of Tony. Especially after you noted that shops like Tony's were "dying businesses, sadly."
I shop on tire price and Tony can't compete with Walmart. I use Tony for flat repair and failed on this repair and I have him mount tires I buy on line. I did use him for used tires when I had my business and vans/ trucks on the road going into Manhattan. It's going to die because his sons don't want the business and the building is worth more than the business so they will sell the property

One bit of caution about these "friendly," old school tire shops: if they use ancient equipment, your large low-profile wheels (think 20"+) are almost guaranteed to leave with scratches on the lip.

We have one here that I use all the time. If I pay cash they will install whatever and however I want, even used tire flipped inside out to balance the wear, or some mismatch tires before I send the car to a scrapyard. I once ask them to install a camber kit and turn exactly 6 1/2 turn from the end. Other places refuse but they did it for me and get the result exactly how I want it (alignment that's out of factory spec but will fix a tire wear problem).

To be fair, there are places for used tires and if both buyer and seller knows what they are doing it is fine. I don't think most people should buy used tires but some do. I bought them twice to match an unfixable flat, but I wouldn't buy 4 used tires for a car I want to keep for a few years.
 
We have a similar type of shop not too far from us.
They can be the go-to for repairs and will always attempt a repair before trying to sell you a tire.
Been using the same mom & pop flat fix joint in The Bronx for 30+ years also. Great place ! Always did right by me. If their installing a new tire supplied by myself, they clean the rim bead to get the crud off it, install a new valve stem, and their balancing is always dead on. Prices went up over the years, but what prices ever go down anyway.

I remember a few places on the west side of Manhattan many many years ago but those days are long gone. Property became to valuable all knocked down new office/ residential buildings now.

For the past 20+ years, I'd mail order a set of tires through walmart, amazon or eBay and have one of 3 local tire shops mount balance them for ~$80-120. I was surprised with my most recent tire purchase, which was for my 2021 Equinox. I was in a bind as I had a non-repairable flat and needed a full set as soon as possible. My shop down the road can get you pretty much any make/model tire you want within a day. The set of Mastercrafts I bought from them wound up being less money than if I had ordered them myself and carried them in to be mounted/balanced.

FWIW, this particular shop will charge $30 for a patch and $15 to jamb a plug in. Another shop I use (does tires only) will often do a patch for free and they've even done some mount/balancing for free for me over the years. Problem is, they're very busy and often don't answer the phone.

Tire prices are pretty competitive locally vs online nowadays I've noticed.
