Oil in petrol

I have a 1960 Ransomes tractor mower that uses a JAP side valve engine. On the petrol tank cap is written "One gallon of petrol four measures of oil". Is this normal ? If so, I was thinking of using modern smokeless 2 stroke oil. Is a measure a pump from an oil can or maybe an ounce?

What model engine? Manuals can be found online. Here's one for models 4-6. The preview shows a recommendation of 1 tablespoon per gallon.

Thanks Jetronic and Ed, It's a 4/3 but the cap has a deep reach under it would hold too much oil. Let alone 4 caps.
The tablespoon per gallon sounds about right. I'll try it
