Oil filter flow rate?

Was wondering is the oil flow rate through the oil filter the same or different if the same engine is running at 2,000 rpm or say 5,000 rpm?
 
It does increase with rpm. General rule is oil pressure increases 10psi per 1k rpm (this isn't accurate for all vehicles just a somewhat accurate estimate).
 
^^^ Yep, that's why you see the oil pressure go up with engine RPM. Oil pressure will also be higher with thicker oil. The pressure is created when the positive displacement oil pump is forcing it's output volume through the resistance of the oiling system.
