Oil air filter with wire backing?

Ordered a new air filter for the 99 arctic cat 300 I picked up. To my surprise it has a metal backing with foam insert inside and out. I am used to oiling plain old foam filters with a removable housing. Do I oil this filter? The thing is like rock solid. I thought foam always gets oiled. Makes sense why the filter in there already was for 2002+ year as it has a clamp on the end and no backing

I tried a K&N air filter on my Arctic Cat 650V2.
After a long day of dusty trail riding I found
fine dust inside my air filter housing.
Never happened with the OEM.
YMMV
