Neat, I wonder what the military says the shelf life is for oil in a can? Probably not 35 years? 
The can, finished in 'sand', as opposed to olive drab, makes it seem newer!
It's probably a thick gauge of metal throughout, not foiled cardboard.

On an aside the company address is a high rise condo.
I used Octagon for a while back in the 90s to package our POE jet engine oil for military contracts, also in hermetically sealed steel quart cans as required under contract. They were at the time one of only a few companies with such a packaging line approved and available for third party subcontracting. They did a fine job, but we switched to Royal Lubricants for this service when we acquired Royal in the late 90s. Jet engine oil is still supplied world wide in steel cans for both military and commercial aircraft.

River Road is exactly where you'd think it should be in a town named "Edgewater". There was a "single lane" overpass in concrete which was said to be part of an early auto assembly line. It's gone too.

Noticed that when a tech was topping up a GE90 with Mobil.
The current building appears to have been built in 2005 so your probably correct. My father used to live in Edgewater back in the 1980's. His condo complex was on the water.
It was a real packaging facility at the time - I visited it.

The preferred oil of a 2 stroke Detroit Diesel.
Maybe they didn't use it in California so didn't warn the rest of the world and waste ink.
All labeling was dictated by the government and detailed in the contract, as well as the can specifications.
