OBD11 10 cost and capability

I am looking for a scan tool to reset inspection warning (not oil change warning) and do rear brakes on a 2019 Audi Q5. I currently have VCDS but only works up to 2018 with my old laptop .. I don't want to purchase a new laptop as I use a Chromebook now so I cant do the VCDS upgrade. What is the cost for OBD11 to do the above 2 tasks. Not sure how the token thing works. I can reset oil from dashboard.

I just updated VCDS just fine with an older laptop that has Windows 10.
