Back when I was a kid, there were some stretches of road, not just in the NT which had a black circle with diagonal line through it, and the intent of the sign wasn't "unlimited", but "unregulated"...which didn't mean unpatrolled.
A couple of time, I remember Dad discussing with the cops how 100MPH was reasonable given the road, time, and conditions (middle of day, good visibility etc.), and at least once that 50MPH was reasonable, when the cop thought that fog and 50MPH weren't conducive to safety.
Alas when they went to strictly enforced, regulated, speed limits, the jokers doing 65MPH through pea soup fog are entirely legal, while those doing 70MPH on a crystal clear day are criminals.
