New Nexus 7, weird wallpaper issue

So last night I picked up a new Nexus 7, and am going to give my old one (1st gen) to my sister. And it's great, in every way but 1. I'm getting this weird wallpaper bug, where I set the wallpaper and it's fine. Then I change from portrait to landscape to say, watch a video. Then back. Now it's zoomed in and all out of whack. Then I have to go set the wallpaper again. And this happens EVERY TIME I change it to horizontal. It updated to 4.4.2 right after booting. I can't make heads or tails of what is causing it. I posted over on XDA, but I'm hoping maybe someone here has an idea.

Does this happen with all walpapers or just this one?
Another method - Set the wallpaper to blank. Problem will go away.
 
is it spreading the wallpaper to all the screens?

you should have 3,5,or 7 "tabs"

what happens if you swipe left and right to change tabs?

for example I have 5 tabs on mine and if you go left or right it will pan left and right on the background.
