Tape them and then take them to small claims court for the cost of replacing the plants. Get quotes from three professionals so you don't waste time having to replant them yourselves.
 
The last thing I would do is lose sleep over this. Assuming they took the plant to revive it, the net effect is positive.

Think of what else you could be dealing with like a neighbor who let's their dog poop on your yard or they block your driveway with their cars.

If you like plants, get some indoor ones or hang them from a window planter.

I'm just stressed out and running off of very little sleep the last 5 or 6 days. This is more of a roll my eyes, smile and move onto the next issue kind of thing. The funny part is I went and sat in my patio chair next to where the plant was for 30 minutes this morning and didn't even notice it was missing.

If this is the event that upsets you, time to look inward.

Suggest you get some self help books on techniques on stress/anxiety/meditation/dont sweat the small stuff/ or depression. Many overlaps within these self help subjects. Some techniques may seem stupid, but if it does not work just try a different one.

For example writing down the event, pen to paper (not keyboard, not in your head) and asking why the event upset you, and why was that, and why was that, until you get to bottom of that funnel.

If you need more help you can always seek counseling or professional advice and coaching too.

If it REALLY bothers you, go tell the neighbors that you have OCD and when your plants disappear, it throws your entire life into disarray. And that you cant sleep for a week and pace around your house until 4 am, shaking. Tell them that while the removal of dead plants might be trivial to them, it REALLY irritates you, and to please stop touching your precious plants without asking first.


Better yet, ask these neighbors if they know anything about your missing plant.
If they 'fess up, tell them that they aren't to do it again.
If they play dumb, tell them that you have cameras placed (no need to actually spend money on them) and the next person who takes one of your plants is going to have the pleasure of trying to get to wherever they're going on four flat tires.
I really dislike having people tamper with other's stuff.
 
Put another plant in the same spot. Tac a note to a stick and push into soil. Note could read (touch this plant and I will) you can fill in the rest. If they steal the plant their probably crazy and I would leave them be

If you don't want to water a plant and take care of it,don't get one.
Slowly killing a plant by not doing the simplest thing like giving it water is silly.
Sounds like you need artificial ones that don't require any effort on your part.
