I'm guessing they never gave you any kind of employee handbook or anything then? That's usually where they put that kind of information, and corporate offices usually try to make that information very well known. That's not to say a store owner or manager wouldn't try to hide it. At a company I worked for, a manager actually tore down multiple HR complaint hotline posters that the parent company had put up (due to complaints no less).
If you never got any orientation materials about it, try the website. Even if you don't find a direct HR number, there should be a 1-800 complaint line for customers or something, and they should be able to transfer you to whoever you need to talk to to file a complaint.
Even though this is a privately owned franchise, I bet Dominos has plenty of rules for them to follow with regard to not breaking labor laws. Typically companies, especially big ones, do not want managers messing around with hours and paychecks. Where I work, telling someone to work off the clock is a big no no and will get a manager fired.
