I don't like engine flushes, but if your are set on this , this order. piston soak, then install new plugs, your flush, while the oil is draining , use that time the change the headlights. Turkey baster for changing the ps fluid, last then do the radiator flush.
run the engine flush shut down the engine and do the piston soak while the pistons are soaking change the oil after the oil change install new plugs after the plugs are in while the engine coolant is still warm drain the coolant do the power steering exchange and finally change out the headlight s
I would do the piston soak first. Any solvents strong enough to disolve ring land gunk will vaporize in a hot engine. I'd soak the pistons when stone cold , maybe over night.

You have not said if anything is wrong or not. I would forget the engine flush and the piston soak. I would just drain and fill the radiator, rather than a flush. What is wrong with headlights?
